10 CFR 50.54(p) Change to Operating Licenses Docket Nos. 50-206, 50-361 and 50-362 Safeguards Contingency Plan (SCP), Revision 4 San Onofre Nuclear Generating Station, Units 1, 2 and 3 This letter forwards Revision 4 to the U. S. Nuclear Regulatory Commission (NRC) approved August 1983 " Safeguards Contingency Plan, San Onofre Nuclear Generating Station, Units 1, 2 and 3" for NRC review under 10 CFR 50.54(p). Page viii to this plan (an attachment to the enclosure) provides a chronology of the current NRC review status for each revision to this plan (Revisions 0 through 4).

Revision 4 to this plan incorporates changes that have been implemented in the composition of the security response force and the dispersement of response force equipment. These changes were initially reported in Revision 13 to the NRC approved August 1983 " Physical Security Plan, San Onofre Nuclear Generating Station, Units 1, 2 and 3" (Chapter 9, " Response Capabilities," Sections 9.1 through 9.3), currently under NRC 10 CFR 50.54(p) review. Revision 4 also corrects the description of immediately available storage of response force as suggested by the NRC 10 CFR 50.54(p) review of Revision 2 to this plan.

Distribution of this plan revision is regulated under 10 CFR 50.4(b)(4)(iii) for review purposes. Accordingly, enclosed are four (4) copies (the signed original and three copies) of the description of the changes and of Revision 4 to the plan which is notification of the changes. Two (2) copies of this plan revision have also been submitted to the Regional Administrator, NRC Region V.

The changes described in the enclosure and its attachments do not decrease the safeguards effectiveness of this plan. The enclosure and its attachment contain

" Safeguards Information" and must be protected under 10 CFR 73.21.
