SUBJECT: NRC EMERGENCY PREPAREDNESS INSPECTION REPORT

. 50-331/99010(DRS)

Dear Mr. Franz:

dn August 6,' 1999, the NRC completed an inspection at the Duane Amold Energy Center. The

enclosed report presents the results of that inspection. The inspection examined activities .

conducted under your emergency preparedness program. No violations of NRC requirements

were identified.

. Areas examined within your emergency preparedness program are identified in the report.

Within those areas, the inspection consisted of a selective examination of procedures and

representative records, interviews with personnel, and observation of activities in progress.

The objective of the inspection effort was to determine whether activities authorized by the

licenso were conducted safely and in accordance with NRC requirements.

During this inspechon our observation of your activities showed the emergency preparedness

program had been maintained in an effective state of operational readiness. In particular,

- emergency response facilities, equipment, and supplies were well-maintained. Management

support for the program continued to be a program strength. Emergency response personnel

were currently qualifitxf for their positions, and interviewed members demonstrated good

knowledge of their responsibilities and emergency procedures. Quality Assurance oversight of

the program was also very good.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and the

enclosed report will be placed in the NRC Public Document Room.
