Dear Ms. Stephens:

This is the fifth partial response to your letter dated August 20, 1985, in which you requested, pursuant to the Freedom of Information Act (FCIA), copies of all documentation pertaining to all cases regarding the Wolf Creek plant.

In your telephone conversation with Ms. Pappas and Ms. Reed on October 15, 1985, you narrowed the scope of your request to copies of all the Region IV Allegation Data Forms and the background records pertaining to these forms. You also clarified that your request covers the time frame between January 1,1983, through August 20, 1985.

The record identified on the enclosed Appendix I and the released portions of the records identified on the enclosed Appendix J are being placed in the NRC Public Document Room (PDR) in Washington, DC, and the NRC Local Public Document Rooms in Emporia and Topeka, Kansas.

The denied portions of the records identified on Appendix J are being withheld by the U.S. Department of Justice. Deletions were made to protect information exempt from disclosure pursuant to Exemption (7)(C) of the F0IA (5 U.S.C.

552(b)(7)(C)).

You may submit an appeal from this denial by writing to the Assistant Attorney General, Office of Legal Policy (Attention: Office of Information and Privacy),

United States Department of Justice, Washington, D.C. 20530, within thirty days from receipt of this letter. The envelope and the letter should be clearly marked " Freedom of Information Appeal" or "Information Appeal." Please cite the F0!PA number assigned to your request so that it may be easily identified (FOIPA 272,728).

We will communicate with you further with regard to additional records which are subject to your F0IA request.
