Gentlemen: l We have completed our review of your revised Fundamental Nuclear Material .

Control Plan (FNMCP), submitted under your letter dated December 3, 1986 and  !

as further revised (following our comments) by your submittal of March 24, 1987. Your revised FNMCP was in response to our review comments and questions I relative to your initial September 24, 1985 FNMCP submittal (made pursuant to  !

the requirement of 10 CFR 74.31(b)).

We have determined that your revised FNMCP is acceptable, and accordingly, Amendment SG-1 to your Licen::e No. SNM-1227 is hereby reissued in its entirety, effective May 1,1987, as Amendment SG-2 which is enclosed with this letter.

The license conditions appearing in your revised Safeguards Amendment have been discussed with Mr. R. A. Schneider (of Advanced Nuclear Fuels), and were found to be mutually acceptable.

We have determined that the enclosures to your December 3,1986 and March 24, 1987 letters both contain information of the type specified in 10 CFR 2.790(d). Accordingly, pursuant to Section 2.790(d)(1), such inforraation is deemed to be corunercial or financial within the meaning of 10 CFR 9.5(a)(4) and shall be withheld from public disclosure unless subject to the provisions of 10 CFR 9.12.
