LICENSE AMENDMENT: STORAGE OF URANIUM COMPOUNDS IN SEA-LAND CONTAINERS (TAC NO. L31205)

Dear Mr. Maas:

In accordance with your request dated May 27,1999 and pursuant to Part 70 to Title 10 of the Code of Federal Regulations, Materials License SNM-1227 is hereby amended to allow the storage'of moderated uranium compounds in sea-land containers. Accordingly, Safety

~ Condition S-1 has been revised to include the date of May 27,1999. This letteris also in response to your correspondence dated March 31,1999, by which your facility submitted changes to your Emergency Plan (EP). In a letter dated June 7,1999, the NRC concurred with SPC that the proposed changes did not decrease the effectiveness of the EP and that the NRC would amand your license to ensure the latest revision (Revision 31, dated March 1999) is reflected. 'Therefore, Safety Condition S-2 has been changed accordingly. All other conditions of this license shall remain the same.

Enclosed are copies of the revised Materials License SNM-1227 and the Safety Evaluation Report, which includes the Categorical Exclusion determination.
