NRC INSPECTION REPORT 70-1257/98-03 AND NOTICE OF VIOLATION

Dear Mr. Femreite:

On June 19,1998, the NRC completed a routine inspection of operational safety, radiation protection, and radioactive waste management at your Siemens Power Corporation facility in Richland, Washington. The purpose of the inspection was to determine whether activities authorized by your license were conducted safely and in accordance with NRC requirements.

Areas examined during the inspection are identified in the report. Within these areas, the inspection consisted of a selective examination of procedures and representative records, interviews with personnel, and observations of activities in progress. During the inspection, your conduct of activities at the Siemens facility was generally characterized by effective implementation of your operational safety, radiation prntection, and radioactive waste handling and storage programs. However, based on the results of the inspection, the NRC has determined that one violation of NRC requirements had occurred.

The violation is cited with two examples in the enclosed Notice of Violation (Notice) and the circumstances surrounding the violation are described in detailin the enclosed report. The violation indicates a lack of rigor in the implementation of standard operating procedures used in the segregation of hazardous wastes onsite and the rework of fuel cladding. You are required to respond to this letter and should follow the instructions specified in the enclosed Notice of Violation when preparing your response. The NRC will use your response, in part, to determine whether further enforcement action is necessary to ensure compliance with regulatory requirements.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its enclosure will be placed in the NRC Public Document Room (PDR).
