INSPECTION REPORT NO. 70-1257/98-204 AND NOTICE OF VIOLATION 2

Dear Mr. Femreite:
The Nuclear Regulatory Commission (NRC) conducted a routine, announced inspection of your i
facility's criticality safety program from November 9 - 13,1998. The enclosed report presents L.
the results of that inspection. At the conchision of the inspection, the findings were discussed with tho'se members of your staffidentified in the report.
i-Based on the results of the inspection, a violation of NRC requirements was identified. The violation is cited in the enclosed Notice of Violation (Notice) and the circumstances surrounding
~it are described in detail in the subject inspection report. The violation involved the failure to control decommissioning operations so that operators would verify that disassembled equipment g

- was free fmm visible uranium deposits before stagmg it with other equipment. This violation la L
of concern to the NRC because there was inadequate conuel of contractor activities that required l
implementation of administrative controls to assure criticality safety.

enclosed Notice when preparing your response. 'In your response you should address any actions that you have taken'or plan to take to as,sure that future contractor activities will be conducte'd in accordance with established NCS safety controls. The NRC will use your response, in part, to 7
