NRC INSPECTION REPORT 70-1257/98-01

Dear Mr. Femreite:

On January 30,1998, the NRC completed an inspection at your Siemens Power Corporation iacility. The enclosed report presents the scope and results of this inspection.

The inspection included a resiew of selected activities at your facility in Richland, Washington.

The inspector noted that your staff had implemented effective programs in management organization and controls, operational event review and feedback, operator training and qualification, and operational safety. However, Section 2.2 of the enclosed report, regarding a spill of hydrofluoric acid, describes some performance issues associated with this event. The issues identified in your investigation report, coupled with the inspectcr's finding of the failure to institute compensatory measures for supposedly failed instrumentation, indicate a need for management attention to preclude the occurrence of similar problems.

In accordance with 10 CFR 2.790 of t.a NRC's " Rules of Practice," a copy of this letter and its enclosure will be placed in the NRC Public Document Room (PDR).
