Siemens Power :orporation (NRC Docket 70-1257) Response to NRC Generic Letter 98-03 Siemens Power Corporation - Nuclear Division (SPC-ND) has been pursuing and continues to pursue a year 2000 (Y2K) readiness prograrn. The SPC-ND Y2K program, established in EMF-2097,'"SPC-ND Year 2000 Readiness," is based upon NEl/NUSMG 97-07, " Nuclear Utility Year 2000 Readiness." It applies to software, or software-based systems or interfaces, whose failure due to the Y2K problem would prevent the performance of the safety function of a structure, system, or component, or would degrade, impair, or prevent operability of the j

production facility.

The program establishes a Year 2000 Project Team, headed by SPC-ND's Manager, Corporate information Services, which includes a member from each major organization within the Nuclear Division. This team is managing the Y2K project and will review business unit assessments of the impact and risks associated with each potentially impacted asset.

' The program includes a plan, currently underway, to develop an inventory of potentially affected assets by October 15,1998. Each inventoried asset will be assessed to determine its impact I

on the continued safe operation of the plant and on Company products. The importance of the p

d l-asset to the business unit will also be reviewed and the need for corrective action will be l

determined. The asset may be used as-is, replaced, modified, or retired. This initial assessment j

has already occurred for certain assets. Some of those assets have been or are currently being replaced or modified. One asset, the 18M mainframe computer, will be retired. A prioritized 1

L action plan will be established to implemont corrective actions after an assessment of all assets @D has been performed. The prioritization process willinclude the costs, benefits, schedules and l

risks associated with each asset. An initial assessment of all inventoried assets is expected Ly i

December 31,1998.

- A more detailed assessment will be performed for required assets that will not be used at-is.

This detailed assessment willinclude sufficient information to determine the asset's expected performance beyond December 31,1999. An assessment of vendor-supplied assets that are Y2K certified will be made to ensure that the asset is, in fact, able to operate beyond December 31,1999. Vendor supplied assett, that are not certified as Y2K compliant will be handled like other assets ider.tified in the inventory.

Assets requiring modification will be closely tracked. Testing and validation to ensure Y2K readiness will be performed after the asset is modified. Testing may include application integration and system tests in addition to functional and compliance testing of a single module or application. Documents that demonstrate the completeness of the Y2K program effort will be generated. Remediation of assets requiring modification is expected by June 30,1999.

However, a contingency plan to assure Y2K Readiness and Y2K Compliance will be developed foi required assets that may affect safety and safeguards where year 2000 readiness has not been achieved by December 31,1998.
