INSPECTION REPORT NO. 70-1257/98-201 '

Dear Mr. Femreite:

The Nuclear Regulatory Commission conducted a routine, unannounced inspection ofyour facility's criticality safety program from March 13 - 19,1998. - The enclosed report (Enclosure 1) presents the results of that inspection. At the conclusion of the inspection, the findings were discussed with members ofyour staff.

Within the scope of the inspection, several minor violations were identified concerning the use of unapproved procedures and operator aids. Because they are isolated, have low safety significance, and because immediate and effective corrective actions were taken by your staff, the violations will not be cited. ,

. In accordance with the requirements of 10 CFR 2.790, a copy of this letter and its enclosures will be placed in the NRC Public Document Room. Should you have any questions concerning this letter, please contact us.

The Nuclear Regulatory Commission conducted a routine and unannounced inspection of your facility's criticality safety program from March 13 - 19,1998. The enclosed report (Enclosure 2) presents the results of that inspection. At the conclusion of the inspection, the findings were discussed with members of your staff.

Within the scope of the inspection, one violation was identified in the enclosed Notice of Violation (Enclosure 1) concerning the use of an unauthorized procedures and operator aids.

iThis violation is of concern to the NRC because it demonstrates a disregard by operating' staff for approved procedures.
