INSPECTION NO. 70-1257/98-202

Dear Mr. Femreite:

The Nuclear Regulatory Commission (NRC) conducted a routine inspection of your facility's )

material control and accounting (MC&A) safeguards program on April 6 - 10,1998. The inspection consisted of selective examinations of core procedures and representative records, l interviews with personnel, and observations of activities in progress. The scope and results of l the inspection are summarized in the enclosed report which also includes details of the inspection.

1 At the conclusion of the inspection, the findings were discussed with you and members of your l staff. Within the scope of the inspection, one violation was identified. The violation identified a failure to maintain current knowledge of special nuclear material bearing items, in that eight j ,

finished fuel bundles which had been shipped off site were stilllisted on your item control inventory list, and eight other finished fuel bundles which had been received and were stored in the bundle storage area, were not listed on your item controlinventory list. One unresolved item (URI) was opened for further tracking and resolution, and one URI from a previous inspection was closed. An additional URI from a previous inspection was reviewed and will be closed upon implementation of the Siemens Power Corporation license amendment.

With regard to the violation, you are required to respond to this letter, and should follow the instructions specified in the enclosed " Notice of Violation" when preparing your response. l l

l Under the provisions of Section 2.790(d), reports containing information related to a licensee's MC&A program are exempt from public disclosure. Accordingly, the enclosures will not be i placed in the Public Document Room. I
