AMENDMENT APPLICATION DATED JULY 30,1996, ADDITION OF THE SOLIDS PROCESSING FACILITY (SPF) FOR URANIUM RECOVERY.

Dear Mr. Maas:

In accordance with your application dated July 30,1996, and supplement dated January 28, 1997, and pursuant to Part 70 to Title 10 of the Code of Federal Regulations, Materials License SNM-1227 is hereby amended to add the operation of the Solids Processing Facility (SPF) as an authorized location for uranium recovery. Accordingly, Safety Condition S-1 has been revised to include the dates of July 30,1996, and January 28,1997.

In addition, the license is amended to include the following condition:

S-5. Before processing in the Solids Processing Facility (SPF) filtrate tank, the licensee shall assure through periodic sampling of the lagoons and independent sampling of the SPF feed tank, which is before the SPF filtrate tank, that the enrichment is not more than 4.0 wt.% U-235.

Enclosed are copies of the revised Materials License SNM-1227 and the Safety Evaluation Report, which includes the Categorical Exclusion determination.
