Dear Mr. Edgar:
We have reviewed the request in your letter dated April 18, 1990, to revise Paragraph 5.10 on page 5-5 of your Fundamental Nuclear Material Control Plan (ANF-12, Revision 21 dated March 1989), adjusting the maximum holdup remaining
.after inventory clean-out from 20 kg of uranium to 50 kg.
We understand, based on telephone conversations you held with Martha Williams of our staff,_ that cleaning out to less than 20 kg would result in a high level of airborne activity and would require protective equipment.
Furthermore, holdup is not assigned a value in the inventory difference (ID) equation, so this change would not directly influence the 10.
We have determined that granting your request will not adversely affect the common defense and security, nor the public health and safety, and is otherwise in the-public-interest. Accordingly, we are issuing a temporary license condition to Amendment SG-2 to your License No. SNM-1227, which will be in effect until such time'as this change is incorporated in a fomal Plan revision. This temporary condition, effective imediately, reads as follows:.
TC(MC&A)-3 The licensee is authorized to change the level of allowable holdup remaining after inventory clean-out from "less than 20 kg uranium" to "less than 50- kg uranium."
We agree that your letter dated April 18, 1990, contains information of a type described in 10 CFR 2.790(d). Such information is deemed to be commercial or financial within the meaning of 10 CFR 9.17(a)(4) and shall be withheld from public disclosure unless subject to the provisions of 10 CFR 9.23.
