NRC INSPECTION REPORT N0. 70-1257/89-200 This letter refers to the routine unannounced material contrn1 and accounting safeguards inspection of your activities authorized under NRC License Number SNM-1227 conducted by Mr. Gilbert B. Nelson of Region V and Mr. Donald R.. Joy and Ms.. Martha C. Williams of the Office of Nuclear Material Safety and Safeguards on March 6 through 10, 1989.
It also refers to the discussion of their inspection findings with you and members of Advanced Nuclear Fuels' management and technical staff on March 9, 1988.
The inspection included examinations of activities related to your program for the control and accounting of special nuclear material in accordance with applicable requirements of Title 10, Code of Federal Regulations, Part 74,
" Material Control and Accounting of Special Nuclear Material," and pertinent license conditions as described in the enclosed inspection report. Within these areas, the inspection consisted.of selective examinations of procedures and records, interviews with facility personnel and observations by the inspector.
Within the scope of this inspection, no deviations or declining performance were identified. However, two violations, previously identified by the licensee, were the subject of follow-up during this inspection.
In accordance with Section 2.790(d) of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, documentation of the findings of your control and accounting procedures for the safeguarding of special nuclear material are exempt from public disclosure; therefore, the enclosed inspection report will not be placed in the Public Document Room.
