Dear Mr. Schneider:

This is in response to your letter and en.sosare dated May 9, 1988, in which you submitted a revised page to your Fundumental Nuclear Material Control Plan (FNHCP) dealing with the maximum quantity of waste materials that can be mea-sured each inventory period by miscellaneous, calibrated NDA instrumentation not :;pecifically described in your FNMCP.

We have determined that your FNMCP page change is justified, and that its approval will not adversely affect the comon defense ar.d security nor the public health and safety, and is otherwise in the public interest. Accordingly, we are hereby revising License Condition 1.1 of Amendment SG-2 to your License No. SNM-1227, effective immediately, to read as follows:

1.1 The licensee shall follow Chapters 0.0 through 8,0 ard Appendix A of its Fundamental Nuclear Material Control Plan submitted pursuant to 10 CFR 74.31(b), titled "Nuclear Materials Safeguards Procedures Description for the Fuel Fabrication Plants," designated "XN-12, Revision 17," and dated October 1986, except for pages 1-8, 1-12, 1-13, 1-14, 1-23, 1-24,

,-2, 4-48, 4-51, 5-1, 5-2, 5-4, 5-5, 5-7 through 5-11, 7-16, through 7-34, !.3, 8-6, and 8-7, all of which are dated March 1987, and page 4-2.' which is dated May 1988 and designated as Revision 19. The licensee shall also fcilow Addelidum 1 (Rev. O, pages 1 through 12 dated July 1987) to this Plan.

Revisions to this Plan thall only be made in accordance with the provisions of either 10 CFR 70.34 or 70.32(c).
