SUBJECT:

ISSUANCE OF FACILITY OPERATIllG LICENSE NPF-82 RE: SHOREHAM NUCLEAR P0HER STATION, UNIT 1 The U.S. Nuclear Regulatory Commission has issued the enclosed Facility Operating License NPF-82, together with Technical Specifications and Environmental Protection Plan for the Shoreham Nuclear Power Station, Unit 1.

License No. NPF-82 authorizes the operation of the Shoreham Nuclear Power Station at core power levels not in excess of 2,436 megawatts thermal (100 percent rated power).

Included in this license are four license conditions that were not included in the Shoreham low power license (NPF-36). These are emergency planning license conditions proposed by the Director of Nuclear Reactor Regulation and approved by the Commission in its April 17, 1989 meeting.

Enclosed is a copy of a related notice, the original of which has been forwarded to the Office of Federal Register for publication.

Two signed copies of Amendment No. 3 to Indemnity Agreement No. B-87 which covers the activities authorized under License No. NPF-82 are also enclosed.

Please sign all copies and return one copy to this office.

Safety Evaluation Report Supplement No.10 (SSER 10) was prepared in support of issuing the enclosed license. Enclosed is a preprinted copy of SSER 10.

Twenty (20) bound copies of SSER 10 will be sent to you in the near future.
