Dear Mr. Chairman:

I am enclosing the One Time Report to Congress on the status of actions resulting from the Three Mile Island (TMI) accident.

This is in accordance with our September 19, 1985 response to the General Accounting Office (GAO) report entitled "The Nuclear Regulatory Commission Should Report on Progress In Implementing Lessons Learned from the Three Mile Island Accident."

Although it has taken longer to complete TMI related work than previously anticipated, substantial progress has been made in resolving and implementing TMI Action Plan items as described in the enclosed report. I also note the progress made by the NRC in implementing Safety Issues Management System (SIMS) to assist in the management of safety concerns. SIMS tracks these issues from their inception until associated requirements are implemented, and verified as necessary at each facility. Data from this system has been used to produce this report.

The Commission recognizes the importance of completing the resolution and implemention of remaining TMI items as well as other important safety concerns. I assure you that a high priority will continue to be assigned to these endeavors.
