Dear Congressman Mavroules:

I am pleased to confirm yoar request.to express your_ views cni the NRC draft proposed emergency planning-rule change at the Commission's meeting on February 23, 1987.

At this meeting the Commission will be briefed by its General' Counsel and Executive Director for Operations.

It is not our usual practice to receive comments prior to formal publication of draft rules for public comment.

However, in this case the Commission.has made an exception, and would be pleased to have you present your views on the generic aspects of the proposed change in the. emergency planning rule.

The Commission cannot receive comments on the Seabrook plant or other plants which are in the process of adjudication before the Commission or its Boards.

The meeting will be held at 1717~H Street, N.W.,

in the Commissioners' Conference Room on the lith floor.

The NRC staff is scheduled to brief the Commission at 2:00 p.m.

We have had a number of requests similar'to yours from Governors and Members of Congress so it is not possible at this time to establish a specific time for your statement; however, we expect to begin hearing statements from such officials at about 2:30 p.m.

Be advised that the Commission does not intend to vote at this meeting on whether to publish the draft rule for-comment.

Should the Commission decide to publish the.

proposed rule change for comment, it will be at least two months before a final decision can be made on whether to adopt the rule.

We trust that these arrangements are convenient for you and look forward to seeing you on February 23, 1987.
