TASK ORDER NO. 046, " PERRY ENGINEERING AND TECHNICAL SUPPORT l (E&TS) INSPECTION" UNDER CONTRACT NO. NRC-03-98-021

Dear Ms. Beckman:

i This letter provides authorization for Mr. Donald Prevatte to lodge in Mentor, OH, at the Holiday Inn i Express. The official per diem lodging amount for the area is $50.00 per night but the actual amount I needed for the area is $75.00 per night. The determination of the Contracting Officeris that in order for the Contractor to perform successfully under this task order it is necessary for Mr. Prevatte to lodge at the same location as the other members of the NRC Inspection Team.

In addition, in accordance with Section G.5, Task Order Procedures, of the subject contract, this letter definitizes the subject task order. The effort shall be performed in accordance with the enclosed Statement of Work.

Task Order No. 046 shall be in effect from July 5,1999, through August 13,1999, with a total cost ceiling of $38,598.40. The amount of $37,374.37 represents the estimated reimbursable costs r:nd the amount of $1,214.67 represents the fixed fee.

. PERFORMANCE PERIOD: July 5,1999 - August 13,1999 BACKGROUND

. An Eng:neering & Technical Support inspection (E&TS) will be conducted for Perry nuclear plant near Painesville, Ohio.

The inspection will assess the effectiveness of engineering activities through an in-depth review of calculations, analysis, and other engineering documents used to support the design adequacy and performance of plant safety systems during '

normal, abnormal, and accident conditions. The inspection will also verify actions completed in connection with plant modification safety evaluations for conformance with regulatory requirements in addition to verifying regulatory commitments that the licensee made with regard to the safety systems. The inspection will be performed in accordance with NRC Inspection Procedures 37550" Engineering", 37700 " Design Changes and Modifications", and 40500 "

Effsetiveness cf Licensee Controls in identifying, Resolving, and Preventing Problemsc' OBJECTIVE The objective of this task order is to_obtain a technical expert (specialist) to assist the NRC inspection team in the p:rformance of this E&TS inspection. He should primarily have a mechanical-system design background, such as from

' an crchitect-engineer firm, in addition to experience in system operational requirements. He should also be familiar with installation and surveillance testing of equipment along with cognizance of the functions of site organizations -engineering cnd operations. The specialist should be intimate with NRC regulations, inspection methodology, and the overall regulttory process. He should be able to develop a list of licensee regulatory commitments from docketed corraspondence for the subject areas of the inspection, and he shall be capable of verifying the implementation of those sama licensee commitments.

It shtll be the responsibility of the contractor to assign technical staff, employees, and subcontractors, who have the 1 required combination of educational background and experience to meet both the technical and regulatory objectives of  !

the work specified in this Statement Of Work (SOW). The NRC will rely on representation made by the contractor {

concoming the qualifications of the personnel proposed for assignment to this task order including assurance that all  !

inf:rmation contained in the technical and cost proposals, including resumes and conflict of interest disclosures, is j cccurate and truthful.

WORK REQUIREMENTS AND SCHEDULE I The contractor shall provide the qualified specialist, and the necessary facilities, materials, and -services to assist the NRC l l staffin preparing for, conducting, and documenting the inspection activities and findings. The Technical Monitor for this tisk is George Hausman. The Technical Monitor may issue technical instructions from time to tirae during the duration of this task order. Technical instructions must be within the general statement of work stated in this task order and shall not constitute new assignments of work or changes of such nature as to justify an adjustment in cost or period of ,

performance. The contractor shall refer to the basic contract for further information and guidance on any technical 4 directions issued under this task order. 1

NOTE: Prior to the start of on-site preparation, the contractors staffis required to be available to coordinate inspection aspects, such as travei logistics, with the Team Leader, REPORT REQUIREMENTS l TechnicalReoort j At the completion of Task 1, the contractors specialist shall provide an inspection plan to the NRC Team Leader. The l format end scope of this input shall be as directed by the NRC Team Leader.

l During Task 2, the contractors specialist shall provide daily reports to the NRC Team Leader. The format and scope of l . this report shall be as directed by the NRC Team Leader.

I At the completion of Task 2 (prior to the inspection team's exit meeting with the licensee), the contractors specialist shall

- provide a draft irspection report input to the NRC Team Leader. The format and scope shall be as directed by the NRC Toim Leader. Typically, this input will consist of a handwritten summary of the specialist's inspection findings.

At the completion of Task 3, the contractor shall deliver the final inspection report input (feeder report) to the NRC Team Lcader (original and one copy) with one hard copy and one computer diskette version (Wordperfect 6.1 or other IBM PC compatible software acceptable to the NRC Team Leader) to the NRC Team Leader. The format and scope of the final r: port inputs shall be in accordance with the guidance in NRC Inspection Manuai Chapter 0610 or as directed by the NRC Team Leader.

NOTE: The contractor shall not undertake any further efforts toward report finalization; l.e. final review of the feeder report by other than NRC Team Leader and Project Manager is not needed.

Business Letter Report I

! MEETINGS AND TRAVEL l For estimating purposes, the fcuowing meetings and travel are anticipated: j

i Two, one-person, 5-day trips to Region 111 in Lisle, Illinois to prepare for the inspection on or about July 6-9,1999 and to l participate in inspection-related activities on or about July 19-23,1999.

i Two, one-person,5-day trips to the Perry site to conduct the inspection on or about July 12-16,1999 and July 26-30

The contractor's staff shall coordinate all travel arrangements in advance with the NRC Team Leader.

NRC FURNISHED MATEPIAL Docum:nts required to prepare for the inspection will be provided by the NRC Team Leader.

OTHER APPLICABLE INFORMAT10N The work specified in this SOWis 100% licensee fee recoverable. The contractor shall provide fee recovery information in 'ha monthly progress reports in accordance with the requirements of the basic contract.

Tha contractor's specialist assigned to this task order will have to be badged for unescorted access privilege at the plant sita. The contractor shall provide all documentation required for badging (as identified by the NRC Team Leader) at the pl:nt site. Questions conceming badging and the plant site access shall be addressed to the NRC Technical Monitor.
