This is in response to your request of November 12, 1988, for the Commission to extend the public coment period on the proposed fitness-for-duty rule.

As further discussed below, the Comission has provided ample opportunity for  !

public awareness of and participation in this rulemaking process. Accordingly. l your request must be denied.

Coments on the proposed rule should be submitted by November 21, 1988.

Nevertheless, comments received after that date will also be considered if it is practical to do so. However, we cannot assure full consideration eweept as to coments received by November 21, 1988.

I respectfully request an extension of 90 additional days in order to submit public comment with regard to the notice published in the Federni Register on September 22, 1988, Vol.

53 Number 184, dealing with the fitness for duty issue for nuclear power plant workers.

I feel that the time allotted by the Commission is not sufficient for gathering public comment in which to adequately address the issue.
