This refers to the routine inspection conducted by Messrs. F. R. Huey, J. E.

Tatum, and A.: L. Hon' of this office on April 30, 1989 through June 17, 1989

of activities authorized by NRC License Nos. DPR-13, NPF-10 and NPF-15 and to

the discussion of our findings held by the inspectors with Mr. C. B. McCarthy

and other members of the Southern California Edison staff at the conclusion

of the inspection.

Areas examined during this inspection are described in the enclosed inspec-

tion report. Within these areas, the inspection consisted of selective

. examinations of procedures and representative records, interviews with-

personnel, and observations by the inspectors,

NRC inspection report 50-206/89-06, dated June 2,.1989 identified several

Licensee Event Reports which did not appear to have fully addressed-appli-

"

cable root causes and corrective actions for the related events. The NRC

'

letter forwarding the subject report requested that SCE revise the deficient

reports and advise the NRC of actions being taken to ensure that future

reports address all appropriate aspects of the events reported.

The enclosed inspection report identifies' an additional example of a

'

$

Licensee Event Report which fails to properly address all of the applicable

root causes and corrective actions for the event. SCE is requested to revise

I

this report and take prompt action to ensure that similar deficiencies do not

recur.in future reports.

No violations of NRC requirements were identified within the scope of this

inspection.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure

will be placed in the NRC Public Document Room.
