SUBJECT: NRC INSPECTION REPORT NO. 50-361/99-06; 50-362/99-06
Dear Mr. Ray:
This refers to the inspection conducted on April 4 through May 15,1999, at the San Onofre
Nuclear Generating Station, Units 2 and 3, facility. The enclosed report presents the results of
this inspection.
During the 6-week period covered by this inspection, your conduct of activities at the
San Onofre faciiity was gerierally characterized by safety-conscious operation, sound
engineering and maintenance practices, and careful radiological work controls.
Based on the results of this inspection, the NRC has determined that three violations of NRC
reairements occurred. These violations are being treated as noncited violations, consistent
with Appendix C of the Enforcement Policy. These noncited violations are described in the
subject inspection report. If you contest the violation or severity level of these noncited
violations, you should provide a response within 30 days of the date of this inspection report,
with the basis for your denial, to the Nuclear Regulatory Commission, ATTN: Document Control
Desk, Washington, DC 20555-0001, with copies to the Senior Resident inspector at the facility
that is the subject of this report, the Regional Administrator, Region IV, and the Diractor, Office
of Enforcement, United States Nuclear Regulatory Commission, Washington, DC 20555-0001.

in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, its
enclosure, and your response will be placed in the NRC Public Document Room.
