Subject:

Initial License Examinations Administered at San Onofre  !

Units 2 and 3 On June 18 through June 29, 1990 the NRC administered operating and written examinations to employees of your company who had applied for licenses to operate your San Onofre Nuclear Generating Station Units 2 and 3. At the conclusion of the examination the preliminary findings were discussed with -

those members of your staff identified in the enclosed Examination Report,  ;

No. 50-361/0L-90-02.

Fifteen of the nineteen Reactor Operator candidates passed the examination.

The Senior Reactor Operator candidate passed the examination. ,

The failure rate for this examination is higher than normally experienced '

from your facility. We are concerned that the training program apparently 'f did not prepare license candidates as well as it has previously. This concern will be further evaluated in future examinations and inspections.

During the administration of the examination the examiners also identified specific concerns regarding the performance of Emergency Operating Instructions (E01s), and normal and abnormal operating instructions (01s and A01s). As i detailed in the enclosed Examination Report, it appeared that the operators may not be fully complying with boration dilution procedures due to their complexity,, may be avoiding entry into the Functional Recovery Procedure due  ;

to the complexity and restraints of the E01, and may be inconsistently i performing rapid power reductions due to the lack of formal procedures in this area. ,

l No response to this letter is required. However, the NRC is interested in ,

your evaluation and corrective actions for these deficiencies, and would l welcome a response detailing any improvements which you intend to make to address these concerns.

In accordance with 10 CFR 2.790 of the Commission regulations, a copy of this  :

letter and Enclosures 1, 2, 3 and 4 will be placed in the Public Document Room.

Enclosure 5 is Personal Privacy Information and will bt withheld from public disclosure in accordance with 10 CFR 9.80a.
