EVALUATION OF WIRE PENETRAMETERS FOR INSERVICE INSPECTION RADIOGRAPHY, SAN ONOFRE NUCLEAR GENERATING STATIONS, UNITS 2 AND 3 (TAC NOS. MA3430 AND MA3431)

Dear Mr. Ray:

By letter dated August 26,1998, you submitted a request for relief from the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code,Section XI requirements for certain inservice inspections at San Onofre Nuclear Generating Station, Units 2 and 3. In place of the ASME Code requirement for performing radiographic inservice inspections with plaque penetrameters, you proposed an attemative that would use wire penetrameters. On the basis l of the enclosed evaluation, the staff has determined that the proposed altemative will provide I an acceptable level of quality and safety.
