This refers to the emergency operating procedures (EOP) inspection conducted at

San Onofre Units 2 and 3 by a special E0P inspection team during the period

June 1 through 14, 1988, and to the discussion of the inspection findings held

by the inspectors with Mr. C. B. McCarthy and other members of the Southern

California Edison staff at the conclusion of the inspection.

Areas examined during this inspection are described in the enclosed inspection

-

report. Within these areas, the inspection consisted of examinations of

emergency operating procedures, related procedures and records, interviews with

personnel, and observations by the inspectors.

The inspection findings are

documented in the enclosed inspection report.

Within the scope of the inspection, no violations or deviations were

identified.

Although deficiencies were identified, the Emergency Operating

Procedures were found to be adequate for continued operation of the facility.

We wish to call your attention to the apparent reluctance by the licensed

reactor operators to utilize the Functional Recovery Instruction procedure

during a simulator exercise.

It appeared that the identified deficiencies,

contained in the Functional Recovery Instruction procedure, resulted in the

operators losing confidence in the procedure's ability to quickly mitigate

plant conditions during a plant emergency.

We wish to emphasize your staff's

commitment to eliminate the deficiencies in the procedures and the

corresponding weaknesses in the training program, which were identified as the

,

root causes of the operator's perception of the inadequate capability of the

Functional Recovery Procedure.
