In the event that I have misspelled your name it's just that I had only a momentary glimpse of your name plaque at the hearing yesterday.

l I do appreciate the time you took with me and your interest in viewing the slides which I left with your assistant. These slides depict the true problems for the evacuation of the Duxbury Beach /Gurnet Point /

Saguish area, problems that are unique to the effectiveness of any workable Emergency Response Plan for Pilgrim 1. This set of photos was sent to Ronald Bellamy, Chief of Safeguards, for the NRC on what now seems to be a vain expectation that they would be sent along to the Commissioners of the NRC as an aid to decision making. As a remedy, enclosed is a new set of aerial photos along with a chart that indicates precisely where the photos were shot. The new photos were made during high-course tides on Sept. 27th./28th. 1988.

Dr. Murley's and Dr. Bellamy's testimony regarding the Emergency Response capability in the Pilgrim 1, EPZ was so outlandish as to render the hearing a travesty. They, in fact, impugned the accurate, factual testimony of Senator Kennedy, Representative Studds and Lt/

Governor Murphy. When Peter Agnes, Undersecretary for Public Safety of the Commonwealth of Massachusetts and Governor Dukakis' Liaison Officer to the NRC, in disgust at Murley's and Bellamy's bizarre testimony, rose to be recognized by the chair, he was forcibly ejected by the guards with the silent agreement af the chair. A sad day for a Federal Commission charged with the Public Safety.

I will not dwell on the innumerable errors in Dr. Bellamy's testimony, a scrupulous assessment of the facts are incorporated in the Commonwealth of Massachusetts Progress Report on Emergency Planning, my own copy enclosed for your study. It is interesting to note that the Progress Report and Dr. Bellamy's testimony differ in most respects. To illustrate the carelessness of Dr. Bellamy's testimony two instances must be cited: Before the hearing commenced at 2pm, I approached him with an addendum to the photo evidence, sent previously, concerning the situation at Gurnet/Saguish. It was a memo from the office of the Selectmen of the town of Duxbury , MA.(enclosed

) regarding the exact number of beach buggy stickers issued to permit access to Duxbury Beach. He took it, read it and thanked me for it.

yesterday. The total is 6528 vehicles, yet,in his testimony, he reported only 3000 permits. That was typical of much of his testimony. Bellamy stated that in the course of his duties he visited EOC's. He did, but, only after he was advised that the newly built EOC in Duxbury was a frame building - useless in a radiological event.

Without question, the NRC commiccioners must have the benefit of a hearing from the Select;nen of all 5 towns in the EPZ area, the Civil Defense officials, the Emergency Response committees and all of the Police and Fire chiefs, before rushing to restart. Incidently, as Senator Kennedy, Representative Studds and Lt/ Governor Murphy stated, not one of these dedicated town officials agree that a workable Emergency Response Plan is presently available.

People residing in this area are cynically referring to Pilgrim 1 as the Nuclear Regulatory Commission's "Challenger".
