A meeting of the RERP Committee was held July 12, 1990 at the Central Fire Station at 7:45 P.M. Present were: Paul Brown Jane Flemming f Thorndike Litchfield Derek MacDonald William Raabe Chief Carl O'Neil Although Tom Vetra had resigned f rom the Committee, a motion was made by Bill Ra'abe, seconded by Derek MacDonald to allow him to contribute to the meeting. Vote was unanimously in favor. All new members were introduced. An of ficin 1 request was made by Jane Flemming to Chief O'Neil, for the sake of clarity, in the f. ,ure to always include a summary of prior information 1 included in all up-dated 18 question documents. Thereby maintaining a con-tinual " time-line history". A motion in favor of this was made by Thorndike Litchficid, seconded by Derek MacDonald. Vote was unanimously in favor. The Committee then began their response to the latest up-date of the 18 questions, as per the request of the Board of Selectmen. Question #1 - Reception Center: Point #1. The Reception Center (DPW Garage in Wellesicy) was not complete at the time of the October exercise,~but should have been completed by the end of June, according to the FFJiA Report. Jane Flemming, Tom Vetra and Chief O'Neil will visit the Reception Center at 9:00 A.M. on Friday, July 20, 1990 and will report their findings to the Board of Selectmen and the Committee. Point #2. Handicapped Facilities. The Selectmen were particularly concerned with handicapped accessibility. Chief O'Neil has stated that there was a separate handicapped entrance, and that any contaminated handicapped would go to a hospital for decontamination. He further stated that handicapped bathrooms were being installed. Jane Flemming stated that thirteen hospitals have been identified for the purpose of decontaminating injured / handicapped peopic. The question of the Reception Center was left open by the Committee and will be reported on at the next meeting. Tom Vetra asked what the actual monitoring procedure for injured / handicapped people would consist of. Chief O'Neil informed him that they would enter through a separate entrance  ; and would be monitored by portal monitors or hand held. Handicapped people ' would then be transported to another loe'. tion for decontamination. Chief O'Neil reminded the Committee that the Reception Center's purpose is to monitor and decontaminate (if necessary) as quickly as possible, then people would be transported to a mass care facility. Derek MacDonald asked who was responsible for calibrating the monitors. Chief O'Neil stated that the National Guard was responsible for calibration and replacing dosimetry equipment on a yearly basia. Jane Flemming was concerned with the response time of the National Guard during an emergency. She said the Guard will be availabic in twelve hours. She is concerned with the length of response time. Question #2 - Bus Resources Jane Flemming ext cessed concern about the f act that Ryder Bus Co. was located ' in Florida, and wondered if their local representative had corporate authority to sign a Letter of Agreement. She wants this looked into. Another concern was that there is nothing binding in the LOA's as far as requiring the drivers to enter the EPZ. Another concern of Jane Flemming was the LOA from Gatra Bus , Co. Their total resources consist of 17 busses and 23 drivers, none of which would be availabic during school hours. Paul Brown stated that it would be impossible to legally bind anyone to drive the busses in case of an emergency. The only legal recourse to be taken would have to be with the company for ' contract violation - not with the drivers. Jane Flemming stated that in order to evacuate the EPZ 510 busses would be needed - 384 of these busses to evacuate the school children. Thorndike Litchfield pointed out that there was no need to evacuate the entire EPZ with busses only. Certainly private means of transportation would also be used. After much discussion, Jane Flemming requested that Chief O'Neil ask MCDA to look into the Icgality of the LOA's as far as legally binding drivers to appear at their assigned post during an emergency. She also requested the analysis of the bus resources be sent to the Selectmen requesting that they ask MCDA for more busses. A motion was made by Thorndike Litchfield and seconded by Derek Mac Donald that the Board of Selectmen contact MCDA stating that there are 292 busses available, however more busses should be' lined up to insure a maximum reserve. Jane Flemming's independent analysis should be included *with this request. Vote was unanimously in favor. The independent analysis will be sent to the Selectmen alon the request. g j b (l m k q m .g with Question #3 - Day _ Care Centers Day Care Centers are now included in Health Department 1.P's. communications with the State will have to be improved. L New Implementing Procedures will be developed by Boston Edison for host schools. Paul Prown asked who was responsibic for monitoring. Chief O'Neil replied that the National Guard would be responsible for monitoring at the Wellesley site. The procedures presently in place were discussed by the Committee and Jane said she agreed with the request by Dr. Kennedy that the children be monitored no matter what the assessment may be. The Committee then discussed the use of hand held monitors vs portal monitors. Derek MacDonald suggested keeping four - five hand held spot monitors at Duxbury Schools to be taken along in the event of an evacuation, then to be used

Station at 7:50 P.M. Present were: Neil Johnson, Chairman Paul Brown Jane Fleming Derek MacDonald Glenn Rowland William Rabbe Chief Carl O'Neil Tom Vetra Neil Johnson brought the meeting to order at 7:50 P.M., and aaned if there were any errors, ommissions or comments on the minutes of the previous meeting. j '; Jane Fleming requested that under question #3 (Day Care Centers) the information  ! be added that'the Board of Realth has not yet completed their review of the < I.P.'s. They are scheduled to do so within a month, and a determination will be made then. Jane then inquired about the small day care centers (6 children ,7 or less), and Chief O'Neil informed her that a generic I.P. would be written ' covering all these facilities.

concerning inacurate information supplied by the NRC Staff- concerning Pilgrim Nuclear Power Station. He further stated that in etbar states the process of licensing nuclear power plants differed from the process used in Massachusetts. In Pennsylvania, for instance, the towns and the state are responsible for establishing off site emergency plans. . In the case of PNPS, the State did not , initiate these plans so Boston Edison. stepped in. He felt this was in their own best interest (BECo). .He suggested making a statement that the process in this State is-not orrect, and it was in fact "a formula for f ailure". Paul Brown basically' agreed with that premise, but added that he did approve of the information brochure published by Boston Edison. That it did provide good basic information and that it was basically a flexible document. Jane Fleming strongly disagreed. Chief O'Neil stated that the document was flexible, but that it was incomplete. He further stated-that a new document would'be completed. The new information brochure would be in the form of a calendar and would be more accurate, and that the Committee would have an opportunity to review it before publication. The Committee continued to ' discuss, at some length, the inaccuracies of the NRC testimony at the October 14 End December 9, 1988 commission meetings. I l Neil Johnson then suggested continuing with the review of the 18. questions. " The Committee voted to accept.the minutes of the July 12, 1990 meeting L after quertts #3 had been amended. . L Question #12 - State Communications: Neil Johnson asked Chief O'Neil what the status the results of the remedial exercise were. Chief O'Neil stated that the re.ults had been issued by FEMA, and that they saw satisfactory I improvement. Jane Fleming said that she had spoken to TEMA and that the remedial drill was still in draft form and had not been finalized. Question #12 was left open until the final FEMA Report has been issued. Question #13 - Siren Procedures: Left open, awaiting final report. l

Neil Johnson suggested tha the Committee compose a letter to all-Town Departments-recommending that'Toin Employees complete RERP Training. Neil Johnson then made a motion that the Committee send a letter to Town Departnents stating that all employees not yet trained should start training. The Committee voted unanimously to send these lecters. Paul Brown suggested-that it might be sufficient to make sure all Department Heads in the School

Depsrtment and coaches be trained and then they could pass this information -1

along.: Chief O'Neil agreed that all teachers would not have to be trained,

    ..                 but that'it would be desireable. He went on to say that training.had been conducted recently at the Chandler School and that the participation was very good. The teachers at Chandler overwhelmingly felt that all teachers should participate. Jane Fleming thought it was most important to stress to the teachers that this was a recommendation from'the Committee and not a requirement. Jane asked if the North Hill Group Home had received their training, and Chief O'Neil replied that they had been trained last year.

l He stated once again that training for the summer camps was in progress. Question #15 - Emergency Public Information Material: Tom Vetra expressed concern about people on the beach. He wondered where they were to go. Chief O'Neil informed him that after leaving the beach and the EPZ, they could be sheltered in Marshfield, Mr. Vetra then asked how these people would receive instructions to evacuate, and Chief O'Neil told him that they would be handed shelter flyers as they left the beach., The Committee then went,on to discuss placement of placards on the beach. A request was made by the Committee that shelter signs be displayed in a prominent location on

           ,          the beach, and that the shelters be reviewed for dose reduction factors.

Question #16 - Public Information Material for Transients: Addressed under question #15. Question #17 - I.P. Revisions: Closed A recommendation was made concerning question #7 to change the title to y read-" Parent Pick-up". Question #18 - Road Capacity: Glenn Rowland will review KLD Associates Traffic Management plan. Question #1 - Reception Center: Jane Fleming stated that Tom Vetra, Chief O'Neil and she had visited the Wellesley Reception Center and that Tom Vetra had written a report on this visit. A motion was made by Neil Johnson to attach Tom Vetra's report and Jane Fleming's overview to comments on question #1. Seconded by Jane Fleming - vote unanimously in favor. This would be an up-date to question #1. , Question #2 - Bus Resources: This question was covered in the mintues of the July 12, 1990 meeting. A recommendation will be made to the Board of Selectmen that more busses be suppli.e~d.

The Committee discussed involving Question #11 - Special Needs Survey: various civic organizations to aid in the collection of information concerning special.needs citizene. Chief O'Neil reminded the Committee that all i information concerning the special needs population is strictly confidential,

           -. host schools for' students from Duxbury and Marshfield in case of an accident at Pilgrim Nuclear Power Station. We are eager to                                               i solidify plans to ensure the safety on the school children from both towns.       In fact, 13 of the 35 towns surrounding the
           'Wellesley Reception Center that were polled in May responded                                               +

favorably to our request to provide host schools for the children of Marshfield'and Duxbury.
