Dear Chairnan:

The Radiological Dnergency Response Plan Advisory Comittee was formed two and one-half (23) years ago and was canposed of a balanced group of manbers of the cor.munity as well as key department heads from the town. On February 27, 1989, the Board of Selectmen voted to reconstitute the comittee to exclude town officials. The ranain-ing comnittee manbers have completed their review of the Implanentation Procedures (I.P.'s).

Based on our review of these I.P. 's, we reconmend that a letter be written to BECo stating that we are returning the I.P.'s for corrections. The cormdttee requires that these I.P.'s be thoroughly checked and coordinated to the point where detailed checking by thw conmittee will not be necessary.

The basis for this request is our finding that the I.P.'s are so incomplete and the attachments are so lacking in content and readability that a complete review by this comnittee is not possible.

In addition, decisions relating to the availability of buses, location of reception centers, handicapped persons' issues, no cross reference between the Evacuation Plan and the Implementation Procedures, and totally inadequate planning for nursing homes, latch key children, flyers for people coming from the beach, incorrect time estimates, traffic on Route 3, nursery schools, school dismissal, backup supply of bases, emergency worker radiation levels, Saguish/Gurnet beach evacua-tion shelters, loc ion of final shelters, availability of manpower, equignent that department heads have requested, etc., etc., which are necessary to understanding the procedures and are critical for their -successful implanentation, have been ignored by those responsible. Questions raised by this comittee have not been answered relative to these issues.

As one comittee member stated at the last full comittee meeting, "We're not going to get anywhere if we keep discussing things that haven't been resolved." State, local, and Edison officials must " resolve" the basic issues noted above before this coranittee will be able to get "anywhere" with its review.

'Ibe cor.mittee unanimously agreed that the I.P. 's have been pranaturely submitted to our comnittee. Therefore, we recomrnend that the selectmen reject these procedures at this time and request that they be resubmitted when they and the agreunents and facilities necessary for their implanentation are complete.

We would be happy to meet with anyone at any time to review the details behind our recommendation.
