Dear Chairman Zech,

Citizens Urging Responsible Energy (CURE) is a grassroots, non-profit group organized in the summer of 1986 to address residents deepeaing concerns about safety issues regarding the Pilgrim Nuclear Power Station, which is located just 35 miles south of Boston. Our goal is to keep Pilgrim shutdovn until such time as the public is fully satisfied that it can be managed safely. Wd are n.gl anti-nuclear.

Our vork on this issue, involving meeting attendance, corres-pondence and research at the Local Public Document Room (LPDR) in Plymouth has caused us to arrive at some startling conclusions.

We have always perceived your role to be that of regulating the nuclear power industry in the interest of protecting public health and safety; however, evidence to date strongly suggests that it is the nuclear industry that you are protecting, and we the people that you are trying to regulate. It truly is a matter of growing public concern.

Nevspaper reports today say that you are considering dropping a l

requirement that evacuation plans be approved by the state before a nuclear power plant is licensed. This is clearly an expression of sympathy on your part for the financial hardship inposed on the Soabrook utility by the delay in their licensing. Where is your concern for the thousands of residents who are being asked to accept the hazard posed by a nuclear power plant in their midst without a workable evacuation plan?

CURE vould like to go on record in opposition to your proposed rule change to raise the tolerable levels of radioactive emissions from nuclear power plants.

CURE is opposed to any further reduction of the current 10 mile evacuation zone. We find it unconscionable that you have allowed Pilgrim. With its history of poor design, poor maintenance, and management to oper-ate for 14 years without a fully approved evacuation plan. Current review by our town study committee con-cludes that this plan is unworkable, inadecuate, and outdated. Yet a call to the Federal Emergency Manage-

ment Agency (FEMA) last week revealed that Boston Edison  !

may still legally restart with the present "interim appro- '

val" status. Surely the word interim implies temporary. ,

Fourteen years is not temporary. l l

CURE urges you to act favorably on the "show cause" petition which was filed by 50 Massachusetts legislators and interested citizens groups like ours to call for a i full public hearing to show why Boston Edison should be I allowed to continue to operate Pilgrim.

We are shocked that it has taken you i m_enths to extend the courtesy of an acknowledgment to the citizens who have de- i voted countless hours gathering evidence in support of their  !

concerns. Meanwhile, as State Senator William Golden has publicly stated, the NRC has been meeting with Boste- Edison in an apparent attempt to resolve the problems which ar'e, in {

fact, the very essence of this petition.

Finally, Chairman Zech, we are questioning your priorities.

In revieving the generic reports on nuclear power plants at our LPDR, it has become very apparent to us that the situation j ve are faced with here near America's hometown is unfortunately l not unique in this country. We have seen the names of the same dozen plants appearing in the Abnormal Occurrence Reports to Congress; the same documentation of records of non-compliance; submittal of false statements, degraded valves, pump failures, pipe cracking, and interestingly enough, a high percentage of i these plants have GE BAIX 1 boiler vater reactors.

' Surely at the rate things are going, it is only a matter of time before there vill be a major accident somewhere; and it Will be little solace for this country, and the world, to l 1 earn that the NRC had documented the pattern of problems for

) years and repeated 1v fined the offenders.

When Region I NRC Administrator, Thomas Murley, testified at the State Joint Committee on Energy hearing on Dec. 17, 1986, he sali that the NRC was a "tough regulator". We challenge you to prw.e that by forcing Boston Edison to undergo the scrutiny

! of a public investigation. ,

- The attachments to this letter are Emergency Preparedness Materials developed recently by my staff based un our understanding of perceived weaknessesi)n offsite planning. He believe this information resolves the major conce gis '

being addressed by the Federal Emergency Management Agency in their self-initiated review: Beach Population and Sheltering Hobility Impaired and Transportation Dependent Individuals, Special Facilities Planning and a Northern Reception Center.

He recommend that your agency send this information directly to FEMA for consideration during their se*f-initiated review. Prompt review of this inform 5 tion should preclude an unnecessary negative finding concerning offsite emergency planning for the protection of the health and safety of the general public around the Pilgrim Station, and in turn avoid creating unnecessary public concern.

He also recomend that the Hassachusetts Civil Defense Agency use this information to update the State's Emergency Plan and Procedures as well as those of the five towns within the ten mile Pilgrim Emergency Planning Zone.
