The enclosed letter frem Samuel W. Speck, Federal Emergency Managerent Aqency (FEMA), dated February 12, 1986, is in response to an NRC request of January 16, 1986, for FEMA to review the offsite emorgency plan for Shorehan. The letter transmits the FEMA report on the review of Revision 6 to the LILC0 Transit .on Plan for Shoreham. The report contains a listing of offsite emergency preparedness deficiencies resulting from the FEMA review. We request that you coordinate with FEMA Region !! to ensure that the identified deficiencies are corrected.

  • The organization's plans to implen?nt protective measures I for the plume exposure pathway shall include: Identification of and means for dealing with potential impediments (e.g., seasonal impassa-bility of roads) to the use of evacuation routes, and contingency measures.

The personnel and equipment available should be capable of monitoring within about a 12-hour period all residents and transients in the plume exposure EPZ arriving at relocation centers.

Of the above, all were identified as inadequate in the RAC's review of Revision 5.
