I am responding to your September 9,1985 letter where you urged the Commission to take whatever steps are necessary to improve the safety and reliability at the Davis-Besse plant. The principal event of concern is an event which occurred June 9, 1985. Briefly, the plant experienced a loss of feedwater which was followed by an operator error and a number of systems and equipment failures before the plant was brought to a stable shutdown condition some 30 minutes later.

The plant status at this time has the facility in cold shutdown, troubleshooting is nearly complete, and corrective actions and system modifications by the Toledo Edison Company are in progress. Toledo Edison must receive NRC per-mission prior to restarting Davis-Besse.

Toledo Edison has recently responded to Harold R. Denton's letter of August 14, 1985 regarding the design, operational and management inadequacies that contributed to the event, and has met separately with the staff and the Commission to present its corrective action plan. The staff is now reviewing the licensee's submittal and will issue its findings in a safety evaluation report. Among the modifications that will be completed before restart are the installation of a third electric-powered auxiliary feedwater pump and changes to the auxiliary feedwater system to resolve the likelihood of inadvertent isolation of auxiliary feedwater to both steam generators.

During the June 9 event, there was an emergency preparedness deficiency in not reporting the incident to the State. In accordance wid:'the then established procedure, the licensee notified the County Sheriff who was to, in turn, notify the State. But the State notification was not made promptly. Toledo Edison has revised their emergency notification procedures so that they will now notify the State directly.

Based on the NRC staff's inspection of the emergency notification systems and contact with the Ohio Disaster Service Agency, we conclude that the concern identified has been rectified. On July 16, 1985, a site drill was conducted at Davis-Besse in which the State participated and in which the emergency organization was tested. The sirens were not tested during this drill but they are periodically tested in accordance with procedures reviewed by FEMA.
