Dear Chairman Palladino:

I am writing you to express my concerns regarding the events at the Davis-Besse Nuclear Power Plant on June 9, 1985, which resulted in the loss of all feedwater.

Harold R. Denton's letter of August 14, 1985, to the Toledo Edison Company identified numerous design, operational and management inadequacies at Davis-Besse that contributed to this event.

Mr. Denton also noted that Toledo Edison could not restart the Davis-Besse reactor without NRC approval.

The NRC's responses to questions raised by the U.S. House's Subcommittee on Energy Conservation and Power indicate that the Davis-Besse plant has frequently been troubled by operational and safety problems. For exa.7ple, longstanding NRC recommendations for improving the facility's safety by supplementing the auxilliary cooling system with an independently-powered pump have yet to be implemented.

It is essential that these deficiencies be fully ccrrected before the Davis-Besse Plant returns to operation. In addition, emergency notification systems should be tested and operationa] before the facility restarts. The public health and safety of the citizens of Ohio must be fully assured. I therefore urge the U.S. Nuclear Regulatory Commission to take whatever steps are necessary to improve safety and reliability at the Davis-Besse Plant.
