r ENCLOSURE 1 NOTICE OF VIOLATION South Carolina Electric and Gas Company Docket No. 50-395 V. C. Summer License No. NPF-12 The following violations were identified during an inspection conducted on February 10-14, 1986. The Severity Levels were assigned in accordance with the NRC Enforcement Policy (10 CFR Part 2, Appendix C).

1. 10 CFR 20.311(b) required that the shipment manifest that must accompany each shipment of radioactive waste to a licensed land disposal facility show the total quantity of the radionuclides, H-3, C-14, Tc-99 and I-129, that are present in the shipment.

Contrary to the above, on December 3,1985, shipment No. 5087 did not meet this requirement in that the quantity of C-14 was reported as zero when 2340 millicuries of C-14 was present.

This is a Severity Level IV violation (Supplement IV).

2. Technical Specification 6.11 required that procedures for personnel radiation protection shall be prepared consistent with the requirements of 10 CFR 20 and shall be approved, maintained and adhered to for all operations involving personal radiation protection.

Procedure HPP-917, Computer Program Testing, specified that computer outputs be compared with hand calculated results in order to verify the reliability of Health physics computer sof tware used for safety related functions.

Contrary to the above, computer software verification had not occurred in that from January 13, 1986 to February 11, 1986, computer software generated zero values for total percent of a maximum permissible concentration (MPC) for noble gases in a work area when air sample analyses indicated that noble gas was present.

Pursuant to 10 CFR 2.201, you are required to submit to this office within 30 days of the date of this Notice, a written statement or explanation in reply, including: (1) admission or denial of the alleged violations; (2) the reasons for the violations if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved.
