Lwith the " General Statement of Policy and Procedure for NRC Enforcement Actions,"

L10 CFR Part 2, Appendix C:(1990), the violaticn is listed below:

Technical Specification 6.8.1.a requires that writtern procedures be.

' established, implemented, and maintained for. activities referenced in g

4 Appendix A of' Regulatory Guide 1.33, Rev. 2, revruary 1978.

Systeru Operating Procedure Component Cooling Water, Re'v. 30, 50P-118, requires two operators to verify proper valve positions.

i' Contr.ary to the above. on June 10, 1990, two chiller water valves were i

mispositioned - and verification. by two operators failed to detect the correct positions,.resulting in an alignment that caused an overheating the B~CCW pump motor..

This is a Severity Level IV violation (Supplement I).

l Pursuant to. the provisions of CFR 2.201, South Carolina Electric & Gas Co.'

. is hereby required to submit:a written statement or explanation to the Nuclear

' Regulatory Commission, ATTN: Document Control: Desk, Washington, DC 20555, with-a copy to the Regional Administrator, Region II, ard a copy to-the NRC Resident Inspector, 'V. C. Summer Nucleer Station, within 30 days of the -date of the L

This reply should be clearly marked as e l

" Reply.to-a Notice of. Violation" and should include (for each violation):

(1)

L cdmiss' ion :or denial of. the violation, (2) the reason for the violation' if admitted, (3). the corrective st@s which have been taken and the results-achieved, (4) the corrective steps which will be taken to avoid further tiola-tions; and -(5) the date when full compliance will-be achieved.

Where good cause-is shown, L "ideration will be given to extending the response time.

If an adequate reply:is not. received within the time specified in this Notice, an 9

order may be issued. to shw cause' why the license should not be modified,
