During the Nuclear Regulatory Commission (NRC) inspection conducted on j
June 13-17, 1988, a violation of NRC requirements was identified.

accordance with the "General 5tatament of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1988), the violation is i
listed below.
Technical Specification 6.8.1 requires written procedures shall be established, implementated and maintained covering the activities referenced f
ir. Appendix A of Regulatory Guide 1.33, Revision 2, February 1978.
Regulatory Guide 1.33 Revision 2, Part 3 requires instructions covering energizing, startup, shutdown, and changing modes of operation for the service water system be provided.
Contrary to the above, plant procedures were not maintained to provide instructions for operation of the Service Water
'A' pumps screen wash pump and traveling screen.
The screen wash pump was placed out of service February 17, 1986, and its discharge valve breaker was isolated August 8, 1986, defeating the automatic function.
The traveling screen, counter to the ins truc tions in 50P-117, Rev. 12, Change E, May 4, 1987, was maintained in the '0FF' position.
Interviews by the inspector detennined the traveling screens were placed in the ' HAND' position and rotated, and the screen wash pump discharge valve manually opened once per shift, without a written procedure.
This infonnal method of maintaining the safety-related traveling screens has been in effect for an indetenainate period, as no records are kept of the operators actions.
This is a Sevetity Level IV violation.
Pursuant to the provisions of 10 CFR 2.201, South Carolina Electric Gas is hereby required to submit a written statement or explanation to the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555, with a copy to the Regional Administrator, Region II, and a copy to the NRC Resident Inspector, V. C. Summer, within 30 days of the date of the letter transmitting this Notice. This reply should be clearly marked as a "Reply to a Notice of Violation" and shuuld include:
(1) admission or denial of the violation, (2) the reason 'or the violation if admitted, (3) the corre-141ve steps which have been taken and the results achieved, (4) the correct'
- cteps which will be taken to avoid further violations, and (5) the date w9 4 :J11 compliance will be achieved.
