'4' l-NOTICE OF VIOLATION South Carolina Electric & Gas Company Docket No. 50-395 V. C. Summer Nuclear Station License No. NPF-12

.During an NRC inspection conducted on April 5 through May 16, 1998, a violation of NRC requirements was identified. In accordance with the " General Statement of. Policy and. Procedures-for NRC Enforcement Actions." NUREG-1600. . i the violation is listed below:

collectively require that measures be established to assure that conditions adverse to quality are promptly identified and corrected.

Technical Specification (TS) 4.3.2.1. Table 4.3-2. Functional Unit 5.

Turbine Trip and Feedwater Isolation, specifies the surveillance requirements for Solid State Protection System (SSPS). actuation logic  ;

testing of high-high steam generator level actuation circuitry.

Surveillance Test Procedures (STP). STP-345.037. " Solid State Protection System Actuation Logic and Master Relay Test Train A." Revision 14. and-STP-345.074.." Solid State Protection System Actuation Logic and Master Relay Test: Train B." Revision.9. implement the TS requirements to perform solid state protection system automatic actuation logic testing.

Contrary to the above. on January 23. 1998, a condition. adverse to quality was not promatly identified and corrected. The licensee identify that-the SS)S actuation logic testing as implemented by procedures STP-345.037 and STP-345.074 did not. test.certain pathways for. '

the high-high steam generator level actuation circuitry. However, the licensee failed to identify that the circuit pathways were part of.the <

TS required test. As a. result the licensee failed to promptly correct the STPs and verify these circuits were operable on each SSPS train.

This is a Severity Level IV Violation (Supplement I).
