NPF-12 During the Nuclear Regulatory Consnission (NRC) inspection conducted on July.
13-17, 1987, a violation of NRC requirements was'.-identified.
The violation involved inaccurate measurements of radioactive material in effluentistreams..
In accordance with the " General. Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR.Part 2, Appendix C (1986), the violation is listed below:
10 CFR 20,201(b) requires that each licensee make or cause' to be made such surveys as may be necessary to demonstrate-compliances 'with the regulations and which are reasonable.under the circumstances to evaluate 3
the extent of radiation hazards that 'may be present.
10 CFR 20.201(a) defines survey to mean an evaldation of the radiation hazards incident to the production, use,. release, disposal, or ' presence of radioactive J
material.

Contrary to the above, the re'quirement to perform evaluations necessary to i
demonstrate compilance with 10 CFR 20.201(b) and 20.201(a) was not met in that the licensee failed to verify the volume of the geometries used to 3
conduct surveys of gaseous radioactive material releases to. the environment which resulted in inaccurate gamma spectroscopy measurements..

This is a Severity Level V violation (Supplement IV).

i Pursuant to the provisions of 10 CFR 2.201 South Carolina Electric and Gas Company is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including:
(1) admission or denial of the violation, (2) the reason.for the violation if admitted, (3) the corrective steps which have been taken.and the results achieved, (4) the corrective steps which will. be taken-to avoid further violations, and (5) the date when full compliance will be achieved.
Where good cause is shown, consideration will be given to extending the response time.
