ENCLOSURE 1 NOTICE OF VIOLATION South Carolina Electric and Gas Company Docket No. 50-395 V. C. Summer License No. NPF-12 During the Nuclecr Regulatory Commission (NRC) inspection conducted on August 1-31, 19S8, a violation of NRC requirements was identified.

In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1988), the violation is listed below:

Technical Specification Section 6.8.1, states, written procedures shall be estabitshed, implemented and maintained covering surveillance and test activities of safety related equipment.

I Surveillance Test Procedure, STC - 345.074, Solid State Protection System Actuation Logic and Master Relay Test for Train B, Revision 3, Change D, requires in:

Step 3.9, That one channel may be bypassed for up to 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> maximum for surveillance testing per Technical Specification 4.3.1.1, provided the other channel is operable, and 2.

Step 3.10, That during the performance of this test if it becomes necessary to terminate testing, prior to completion, proceed to step 7.1 for instructions, which states to return system back to normal.

Contrary to the above, on July 26, 1988, activities performed per STP-345.074, were not performed properly, in that; i

Operations allowed the SSPS train "B"

to remain in bypass for over eight hours, and 2.

The SSPS train "B" was not returned to normal after not being able I

to complete the surveillance within the required time.

Tnis is a Severity Level IV violation (Supplement 1).

Docket No. 50-395 Company License No. NPF-12 V. C. Summer Pursuant to the provisions of 10 CFR 2.201, South Carolina Electric and Gas is hereby required to submit a written statement or explanation to the Nuclear Regulatory Commission, ATTN:

Document Control Desk, Washington, DC 20555, with a copy to the Regional Administrator, Region II, and a copy to the NRC Resident Inspector, V. C. Summer, within 30 days of the date of the letter transmitting this Notice. This reply should be clearly marked as a "Reply to a Notice of Violation" and should include [for each violation]:

(1)admissionor denial of the violation, (2) the reason for the violation if admitted (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved.

Where good cause is shown, consideration will be given to extending the response time.

If an adequate repl.v is not received within the time specified in this Notice, an order may be issued to show cause why the license should not be modified, suspended, or revoked or why such other action as may be proper should not be taken.

Security or safeguards information should be submitted as an enclosure to facilitate withholding it from public disclosure as required by 10 CFR 2.790(d) or 10 CFR 73.21.
