NOTICE OF VIOLATION South Carolina Electric & Gas Company Docket No. 50-395 V. C. Summer Nuclear Station License No. NPF-12 During an NRC inspection conducted on July 21 through September 7.1996, a violation of NRC requirements was identified.

In accordance with the " General Statement of Policy and Procedures for NRC Enforcement Actions.

NUREG-1600 the violation is listed below:

Technical Specification Surveillance Requirement 4.8.2.1.a states. in part. that each 125-volt battery bank and charger shall be demonstrated operable at least once per 7 days by verifying that the total battery terminal voltage is greater than or equal to 129 volts on float charge.

Contrary to the above. on August 5. 1996, the weekly battery surveillance test. STP-501.001. Battery Weekly Test. revision 7 was performed on the B train battery while the battery was on an equalize charge instead of a float charge.

This is a Severity Level IV violation (Supplement I).

within 30 days of the date of the letter transmitting this Notice of Violation 1

(Notice).

This reply should be clearly marked as a " Reply to a Notice of Violation" and should include for each violation:

(1) the reason fc, the violation, or, if contested, the basis for disputing the violation. (2) the corrective steps that have been taken and the results achieved. (3) the corrective steps that will be taken to avoid further violations, and (4) the date when full compliance will be achieved.

If an adequate reply is not received within the time specified in this Notice, an order or a Demand for Information may be issued as to why the license should not be modified, suspended, or revoked, or why such other action as may be proper should not be taken.

Where good cause is shown, consideration will be given to extending the response time.
