ENCLOSURE 1 NOTICE OF VIOLATION South Carolina Electric and Gas Company Docket No. 50-395 V. C. Summer Nuclear Station License No. NPF-12 The following violation was identified during an inspection conducted on August 1-31, 1986. The Severity Level was assigned in accordance with the Enforcement Policy (10 CFR Part 2, Appendix C).

10 CFR 50.59 requires that the licensee conduct a safety evaluation of proposed changes to plant procedures to ensure that the changes do not involve an unreviewed safety question. This requirement is implemented in Station Administrative Procedure (SAP) 139, "Procedore Development, Review, Approval and Control."

Contrary to the above, on July 16, 1986, the licensee implemented changes to Special Instruction 86-16, which permitted manual transfer of the 7.2 kV safety-related electrical busses to the emergency diesel generators with the preferred offsite power sources still operacle. Operating the plant under the above conditions was not covered by existing plant procedures. This instruction was used on July 18, 1986, prior to a safety evaluation being conducted to determine if these conditions could have resulted in over-loading the emergency diesel generators under accident conditions.

This is a Severity Level IV violation (Supplement 1).

Pursuant to 10 CFR 2.201, you are required to submit to this office within 30 days of the date of this Notice, a written statement or explanation in reply, including: (1) admission or denial of the alleged violations; (2) the reasons for the violations if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved.

Security or safeguards information should be submitted as an enclosure to facilitate withholding it from public disclosure a eq ' ed by 10 CFR 2.790(d) or 10 CFR 73.21.
