i ENCLOSURE 1 NOTICE OF VIOLATION South Carolina Electric & Gas Docket No. 50-395 V. C. Summer Nuclear Station License No. NPF-12 The following violation was identified during an inspection conducted on March 1-31, 1986. The Severity Level was assigned in accordance with the Enforcement Policy (10 CFR Part 2, Appendix C).

10 CFR 50 Appendix B Criterion V and the South Carolina Electric & Gas Company's Operational Quality Assurance Plan require that activities affecting quality shall be accomplished in accordance with procedures which contain adequate instructions to accomplish the task. The procedures should also provide for quantitative and qualitative acceptance criteria to deter-mine acceptability of the completed work.

Contrary to the above, thermo-lag 330 fire barrier material was installed on electrical cable tray 3088 without adequate detailed procedures to cover the work and inspection. This resulted in the cable tray fire barrier installation being completed and inspected on March 7, 1986, but not meeting the conditions prescribed in the vendor's test report and seismic analysis.

This is a Severity Level IV violation (Supplement I).

Pursuant to 10 CFR 2.201, you are required to submit to this office within 30 days of the date of this Notice, a written statement or explanation in reply, including: (1) admission or denial of the alleged violations; (2) the reasons for the violations if admitted; (3) the corrective steps which have been taken and

, the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved.

Security or safeguards information should be submitted as an enclosure to l facilitate withholding it from public disclosure as required by 10 CFR 2.790(d) l or 10 CFR 73.21.
