t NOTICE OF VIOLATION ,

1 South Carolina Electric & Gas Company Docket No. 50 395 V. C. Summer Nuclear Station License No. NPF 12 l During an NRC inspection conducted on May 4 through June 14, 1997, a violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedures for NRC Enforcement Actions," NUREG 1600, the violation is listed below:

10 CFR 50 Appendix B, Criterion XVI, Corrective Actions, as implemented by the licensee's quality assurance program, South Carolina Electric &

Gas Company Operational Quality Assurance Plan, Section 12, Revision 23, collectively require that measures be established to assure that l conditions adverse to quality are promptly identified and corrected. i Additionally, in the case of significant conditions adverse to quality, measures shall assure that the cause of the condition is determined and l corrective actions taken to preclude repetition. l Contrary to the above, although measures were established, as documented in responses to Notice of Violations dated July 15, 1996, and December 11, 1996, they did not preclude repetition of a failure to implement storage requirements. On June 4, 1997, material stored in the l Control Building did not meet the requirements given on the engineering i review attached to the Designated Storage and Housekeeping Area Request. l This is a Severity Level IV violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, South Carolina Electric & Gas i Company is hereby required to submit a written statement or explanation to the i U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk Washington. l D.C. 20555 with a copy to the Regional Administrator, Region II, and a copy to i the NRC Resident Inspector at V. C. Summer, within 30 days of the date of the letter transmitting this Notice of Violation (Notice). This reply should be clearly marked as a " Reply to a Notice of Violation" and should include for ,

each violation: (1) the reason for the violation, or, if contested, the basis l for disputing the violation, (2) the corrective steps that have been taken and the results achieved. (3) the corrective steps that will be taken to avoid further violations, and (4) the date when full compliance will be achieved. l Your response may reference or include previous docketed correspondence, if '

the correspondence adequately addresses the recuired res)onse. If an adequate reply is not received within the time specifiec in this ttice, an order or a Demand for Information may be issued as to why the license should not be modified, suspended, or revoked, or why such other action as may be ) roper should not be taken. Where good cause is shown, consideration will ae given I to extending the response time.
