Interim 10CFR50.55(e) Report; Velan Stop Check Valves

Dear Sir:

On September 14, 1984, we reported a 10CFR50.55(e) deficiency to Region I

[ Reference (b)], regarding incomplete disc opening in Velan Valve Corporation stop check valves.

The following information is being filed pursuant to the interim reporting provision of 10CFR50.55(e)(3).

A. Description of Deficiency The Velan Valve Corporation notified UE&C that a review indicated there could be a malfunction of five stop check valves supplied to Seabrook Station. Valves 1-W-V-216, 6"; 1-FW-V-76, 82, 88, and 94, 4" valves are affected. The malfunction consists of the disc not fully openie:3 under forward flow. The cause of the malfunction is the lack of equalizing holes or an insufficient quantity of equalizing holes in the side of the valve disc. This deficiency was discovered as a result of an incident at the TVA Bellefonte Station.

Analysis of Safety Implications The Valve 1-FW-V-23r, 6" used in the feedwater, steam generator recirculation piping has no safety implication. The Valves 1-FW-V-76, 82,-88, and 94, 4" are used in the Emergency Feedwater System as stop check valves from the Emergency Feedwater System to the main feedwater lines. _ Failure of these valves to fully open could affect the safety of the plant by restricting flow during emergency.feedwater cooling operation.-

C. Corrective Action The Velan Valve Corporation provided dr.v ngs showing the quantity, size and location of the holes which should be drilled in the disc to make the valve perform satisfactorily. These discs will either be shipped to Velan for modification or be arilled at the site. In either case, Velan will supervise the work.
