PROGRAM EFFECTIVENESS l The data compiled during this reporting period is presented in the graphic analysis beginning aflu the management summary in this report.
The failure rate for all tests conducted during the first half of 1999 is 2.65% (37 of 1,394). Th-licensee failure rate is 0.07% and the short-term contractor failure rate is 2.58%. l There was one licensee for cause failure for marijuana. It was detected by means of North Atlantic's March 1997 dilute specimen testing policy.
Over one quarter (6 of 21) of the marijuana failures this period were detected at North Atlantic's 50ng cutofflevel.
There were 36 short-term contractor failures (32 outage related). There were 23 pre-badging,10 ;
for cause, two random, and one follow-up. The substances involved were 17 marijur.na,12 !
alcohol,3 cocaine, one marijuana & cocaine, one marijuana & codeine, one marijuana & alcohol, j and one administrative failure (for adulteration). The adulterated specimen is the first confirmed i nitrite adulteration at North Atlantic since nitritt screening was initiated in September of 1998.
The level of nitrite detected was above 1000ug/1.
All available evidence indicates that the continued support of NAESCO management and employees has provided the basis for the FFD program's effective implementation and continued advancement toward the goal of achieving a workplace free of drugs and alcohol and the effects of such substances.
