The data compiled during this reporting period is presented in the graphic analysis beginning after the management summary in this report.
An internal audit of the Nosth Atlantic Energy Service Corporation (NAESCO) FFD program
. was conducted in December by the Audit Group of the Nuclear Oversight Department. There were no findings. Four strengths and good practices were identified. The implementation and documentation of the program's daily activities were described as solid, and the staff as extremely ,
knowledgeable and dedicated.
During the seco'nd half of 1998, NAESCO conducted 596 tests.- There were eight failures resulting in a positive test rate of 1.34%. Four failures were for marijuana, two for alcohol, one for cocaine, and one administrative (individual refused to test and admitted use of marijuana).
NAESCO's more aggressive approach to testing of dilute specimens, which was initiated in May of 1997, resulted in one of the marijuana failures and also the administrative failure. .
Also during this reporting period there was one Fitness for Duty (FFD) violation for possession of alcohol in the protected area. The violation was immediately reported to the supervisor by the individual who was in possession of the alcohol. Sanctions imposed were subsequently waived after a review of the incident by the NAESCO FFD Appeal Board.
~ All available evidence ~ indicates that the continued support of NAESCO management and employees has provided the basis for the FFD program's effective implementation and continued advancement toward the goal of achieving a workplace free of drugs and alcohol and the effects ;

' 1. The certified laboratory contracted by NAESCO began testing all urine specimens for a ,
common adulterant (nitrite) in September of 1998.
- 2. Revised the Nonh Atlantic Fitness for Duty (FFD) procedures to:

. add adulterants to the screening methods -
. add nitrite to the substances screened for and to the list of screening cut-offlevels i
. add specific limits to the quantity of water and the time allowed to be given to an individual for providing a specimen ;
