On November 6,1998, a contractor employee was granted temporary unescorted access to the Seabrook Station prot:cted area. This access was granted in accordance with North Atlantic Energy Service Corporation (North Atlantic) proc:dures upon completion of an Unescorted Access Authorization Affidavit and submittal of the contractor imployee's fingerprint application to the Nuclear Re0ulatory Commission (NRC) on November 4, 1998. On Dic:mber 12,1998, North Atlantic received information from the NRC identifying the individual's Federal Bureau of Inv;stigation (FBI) criminal history. Upon North Atlantic's review of the individual's criminal history, the contractor Imployea's temporary unescorted access was revoked in accordance with Seabrook Station Security procedures for f ilura to meet the clearance screening guidelir;es for unescorted access. The subject contractor employee was notified th;t his access was terminated. The subject contractor employee's employment was subsequently terminated.
The cause of this event was the failure of the contractor employee to provide accurate information on his Unescorted Acezs Authorization Affidavit. Temporary unescorted access to Seabrook Station would have been denied based upon this additional information. There were no adverse safety consequences as a result of this event. This event was r: ported (1-hour report) to the NRC on December 14,1998 (Report Number 35149) pursuant to the requirements of 10 CFR 73.71(b)(1). This is the first event of this type at Seabrook Station.

- 1. Description of Event On November 6,1998, a contractor employee was granted temporary unescorted access to the Seabrook Station prot:cted area. 1 111. Analysis of Event Thira were no adverse safety consequences as a result of this event. A review of the individual's access history at Seabrook Station was performed. This review revealed that he had not obtained access to vital plant crG13.
IV. Corrective Action
- 1. The subject individual's unescorted access was revoked upon review of the additional information obtained in the FBI Criminal History Record.
- 2. The subject individual was notified of the revocation of unescorted access.
- 3. The subject individual was interviewed and acknowlsdged that the information in the FBI Criminal History was correct.
- 4. This event was reported (1-hour report) to the NRC on December 14,1998 (Report Number 35149) pursuant to the requirements of 10 CFR 73.71(b)(1).
