l The data compiled during this reporting period is presented in the graphic analysis beginning after the management summary in this repon.

l During the first half of 1998, NAESCO conducted 666 tests. There were eleven failures resulting l

in a positive test rate of 1.65% There were no alcohol failures and one licensee failure. Ten l-failures were for marijuana and one for cocaine. Three of the marijuana failures were detected by a more aggressive approach to testing dilute specimens, which NAESCO initiated in May of 1997.

Also during this reporting period there were two Fitness for Duty (FFD) violations for possession of alcohol in the protected area. Both violations were discovered by the individuals and immediately reponed their supervisors. Sanctions imposed were subsequently waived after a review of the incidents by the NAESCO FFD Appeal Board.

All available evidence indicates that the continued support of NAESCO management and employees has provided the basis for the FFD program's effective implementation and continued l

advancement toward the goal of achieving a workplace free of drugs and alcohol and the effects of such substances.

. Began working with a newly contracted Medical Review Officer and his assistant in February 1998.

. Archived three years of FFD documentation and prepared an additional two years for future archiving.

Broadened ' experience and knowledge base of one screening technician through l

participation in an audit of another nuclear FFD program.

Gave FFD presentation to a six-member management team detailing use of the voluntary alcohol screening program, calculation of extrapolated BAC's, and increase in detection of drugs through special steps taken in testing of dilute specimens.

Reformatted Fitness for Duty procedures.

Revised the North Atlantic Specimen Collection Protocol for Drug and Alcohol l

Screening. The following major changes were made:

included a preliminary step stating that if an employee is unable to complete the collection process due to a personal or work related emergency, FFD personnel shall contact the Security and Safety Manager for guidance i

l redesigned Appendix C (Deduced BAC Level) to provide a precise yet simple formula L

by which to calculate an individual's BAC at the time of arrival at work i

Updated three Office Instructions, making the following major changes:

expanded section on MRO reporting of positive drug test results to include times

when the FFD Facility is not open L

added a section for reciprocal testing (when one Northeast Utilities plant conducts a test at the request of another NU plant) and a two-page attachment for implementation purposes i

l clarified manner in which the MRO works with FFD in handling the processing of dilute specimens l

detailed MRO and FFD responses to drug test results which have unusual findings incorporated two attachments to enhance access authorization interface 1
