Interim 10CFR50.55(e) Report: Could-Supplied Motor Control Starters (CDR 85-00-17)

Dear Sir:

In References (b) and (c), we reported a pocential 10CFR50.55(e) deficiency regarding motor control starters supplied by Gould, Inc., (now Telemecanique). This deficiency has 'oeen evaluated and determined to be reportable per 10CFR50.55(e).

Description of Deficiency The subject motor control starters, unitized type NEMA, Size 1 and 2, may experience binding or seizure of the contact carrier assembly if the space between the contact carrier post and support housing is less than 0.010 inches.

As stated in Reference (b), a similar deficiency was identified in 1982 and determined to be reportable per 10CFR50.55(e). The corrective action taken at that time involved the inspection and modification of starters that had been identified by the manufacturer as possibly having the subject deficiency.

, _ We have completed a 100% reinspection of the subject starters which are utilized in Class IE applications. Our reinspection has identified five Class 1E starters with the subject deficiency.

Safety Implications Failure of a motor starter would prevent the associated safety-related motor from performing its intended safety function.

' Corrective Action The manufacturer has been notified of the results of our reinspection.

An explanation regarding the recurrence of this deficiency will be requested of the manufacturer. Starters identified as having the subject deficiency will be replaced or modified to correct the deficiency. We will inform Region I when the corrective action is completed.

This letter is being filed pursuant to the interim reporting provisions of 10CFR50.55(e)(3).
