Potential Malfunction of P-10 Permissive (CDR 86-00-03)
Dear Sir:
In Reference (c), we reported a 10CFR50.55(e) deficiency regarding possible malfunction of the P-10 Permissive. As discussed in Reference (d), under certain circumstances and assumptions, it is possible that the P-10 permissive would not reset itself automatically when the power level is reduced below the P-10 setpoint.
As a consequence, this would prevent the reactor from tripping when necessary.

Starostecki Page 2 The Westinghouse recommended corrective actions [ Reference (b incorporated into the SeabrooK Station's Plant Abnormal Operating Procedures are as follows: a) When reducing power to below the P-10 setpoint, verification that the P-10 permissive properly changes state will be made by obser-vation of the existing control room bistable status lights, per-missive status lights, and associated alarms. These actions will be taken should a power range channel or portion thereof, affect-ing P-10, become inoperable. b) Reasonable attempts will be made to regain source range instru-mentation if source range (s) are inoperable. i As such, this is considered our final report on this item.
