Subject:

Final 10CFR50.55(e) Report and Response to IE Bulletin 83-06; Nonconforming Materials Supplied by Tube-Line Corporation

Dear Sir:

As indicated in Reference (d) above, Dravo has conducted tests previously committed to in References (c) and (d) on one sample f rom each heat of material supplied by Tube-Line to Dravo, and used on the Seabrook Project.

These tests were conducted to provide additional assurance that the subject material supplied was in fact comparable to the data recorded on the Certified Material Test Reports. A review of the test data substantiates the acceptability of the material, and confirms that the material received is that which is represented on the Certified Material Test Reports.

United States Nuclear Regulatory Commission February 22, 1984 Attention: Mr. Thomas C. Murley, Regional Administrator Page 2 In addition, it was determined by a survey of other purchase orders that no Tube-Line material was purchased for other safety-related applications for the Seabrook Project.

The additional testing performed has confirmed the acceptability of the Tube-Line material received, and indicates that acceptable material control practices were implemented. The problem concerning the sequence of the purchase order award and performance of the survey is considered a system deficiency only, and has no affect on the structural integrity of the material used.

The Tube-Line material is considered acceptable with no further action required. We, therefore, do not consider this occurrence reportable under 10CFR50.55(e).

Very truly yours, YANKEE ATOM C ELECTRIC COMPANY
